(1) If it is deemed necessary or appropriate to operate any communication service through an institution for the sake of national interest and common people's knowledge, information, entertainment, convenience or financial interest, the Government of Nepal may publish the following information in the Nepal Gazette and establish and constitute an institution:-
(a) Name of the Institute,
(b) the place where the principal office of the Institute is,
(c) Objectives and duties of the Institute.
(2) If there is any change in the name, office or purpose and duties of the institute established in accordance with sub-section (1), the Government of Nepal may make such change by publishing a notice in the Nepal Gazette.
